I really can't make heads or tails from the test. It is hard enough to read those colors in person let alone from a picture through my monitor.

I would recomend visiting your extension service website as they likely have a free or reasonable cost test they will perform if you send them a soil sample and the results they provide are not at all ambiguous.

Normally county. Ours is county and is also affiliated with a local university.

Agree. Don't do anything based on one of these home test kets. They are notoriously unreliable. Get a professional soil test done. Each county in the US has it's own local Ag extension office and they do soil tests and provide all sorts of free info. Each also has it's own Master Gardener Program to provide you with educated help. Well worth checking out.

Also keep in mind that any needed soil amendments should be added this fall, not while the garden is in production. Just rely on a well balanced fertilizer now to feed your plants.
