need pepper help

so i am posting a picture of my carmen sweet pepper (left pic) and my golden cayenne (right pic). i dont know if its all the weather changing; i.e. tons of rain one week, now very hot weather (in the 90s), but but plants seem to be turning yellow leaves and not growing at all anymore.
as you can see the sweet pepper on left is bigger has 2 peppers on it, but they have been that size for about a week or more (even before yellowing started to happen)
the cayanne (right pic) is way smaller has one pepper also that hasnt budged much lately and has also dropped a few flowers and fruit stems. now this one too is yellowing and not growing taller either. it was transplanted almost a month ago, started growing slow and steady and now yellowing and losing flowers. some of them look ready to open to fruit but i have seen no sign of it happening last few days.
this is a raised garden i have this year as i had my patio landscaped. the soil is slightly acidic to about nuetral upon my testing. last year i had grew cayenne's very easily and that was in a tiny recatngualr shaped small box that i hung on my fence with potting soil. this year my larger bigger garden seems to be halting any growth or production.
the only plant doing great is my grape tomato which is about 4.5 ft tall now and producing fruit slow but steady.

any help or advice for my pepper problem? or is it just a casuality of some crazy weather this season on the east coast.

thanks
mike
