Cover cropping

I have a field area that has a heavy clay type soil. It can grow things, but they don't grow very well. It also doesn't drain very well in the Winter. What can I use as a cover crop that helps with this? I am thinking maybe Oats or something. I could do Fava beans and till them under to give me Nitrogen as well as green matter.

Any ideas on what you would do?
