If we are talking about blossom buds, whether or not you will see cherries depends on how long the tree has been in the ground. Most tart cherries will drop much or all of their fruit in the first 3 to 4 years, even when they blossom.

If the freeze affected leaf buds as well as blossoms, it will take the tree some time to regenerate leaves, but it will probably do so if it is otherwise healthy.

Later blossoms tend not to set as much fruit as earlier ones, so if you tree is still very young you may see only a few cherries this season or none at all.
