pear vigor ?'s

A few questions on vigor for pear varieties:

This spring I topworked over a small young pear (1.5" caliper)the main scaffolds went to hudar and vermont beaty and the leader was switched to Harrow sweet (harrow 609) all grafts took but the harrow sweet took longer to get going and has shown far less vigor this seaon...maybe 1/3 the growth of the others. Is this a notably low vigor variety? My hope was to have the tree be mostly harrow sweet with a few lower branches of the others, but at this rate the vermont beaty on the lateral below the "leader" is going to totaly overtake. Are there solutions or should I just allow the tree to have it way?

I also planted several small pear whips. On one (parker) the tree leafed out nicely, shot a small (1-3") amount of new growth and then stopped. Over the summer a bud low on the tree (almost bottom but definetly above the graft)has grown into the only vigorous shoot on the tree (12-18" of growth) and the whole whip isn't much more than 24-30". If I had caught it early in summer I would have rubbed it off. All of this growth occured when we usually get our second flush of shoot extension. Now I am wondering if this winter I shouldn't cut off everything above this vigorous shoot and and "start fresh"?

Opinions please?
