root pathogen

there is a problem on the roots of my plant, which extends to the surface of the soil similar to the link below. the reply says that it is root mealy bugs, however all the images i have seen show root mealy bugs that look like actual mealy bugs, only they are located on the roots. i cant see anything that looks like mealy bugs, just egg sack looking things. i had this problem on an orchid i repotted a while ago. theres a kind of white mold mixed with the egg sacks but it does not look like any type of mealy bug. im planning on washing the soil off and repotting but im wondering if anyone has had/seen this before or knows for sure it is early stage of root mealys?

thanks very much
