I don't know specifically what brand that one is, but there are now many open ended toilet paper holders on the market. They are actually meant to be mounted horizontally, but either someone got creative with this one or didn't know how it was meant to be. I frequently specify this type of TP holder to hold a hand towel, instead of using a towel ring, because I like the looks of it and it takes less space. I even have one in my kitchen on the underside of the cabinet closest to the sink to hold a dish towel.
