Yes, it's a euonymus - looks like one of the many variegated forms of Euonymus japonicus. Like many (most) broadleaved evergreen shrubs, it can take hard pruning quite well. You can cleanly prune off the broken branches pretty much any time you want but the ideal time to prune is just as new growth starts in earnest in spring.

Other than that, this is a very tough plant that tolerates a lot of abuse and is adaptable to a lot of different growing conditions. Can be susceptible to scale in some parts of the country so keep an eye out for that.
