I don't think so that this is the same heating mat. There are so many different brands and types of heating systems out on the market. To find the right one can be tough because there are many things to consider. Sometimes, especially when your room has lots of angles and corners and you want to heat the whole floor, you are maybe better to go with a wire system instead of a mat. However a mat is easier to install.

The mat shown in the picture above is probably not suitable for an under tile installation. At least if the blue side is the top side of the heating mat because I disbelieve the thinset will properly adhere to it. This mat looks more like a mat for heated hardwood floors to me.
