Seed Starting Challenges

Ever since I moved my seed starting to the greenhouse I have noticed much less germination rate.

I used to use flourescent light with a bottom heat. I always had great germination rates when indoors.

In the greenhouse I use bottom heat with a thermostat and this year I have a spun bond insect blanket over the flats to reduce the suns intensity. I am thinking of building a shelf under the bench to reduce sunlight further.

I have twinwall polycarbonate with bubble wrap insulation so the light is pretty well diffused.

The greenhouse in heated to 60 at night and regulated to 80-85 on sunny days automatically.

Any suggestions to better my germination rates?
