disease?

I have two rose bushes with problems. The first is Strike It Rich. The canes are black all the way to the graft. I'm sure that it's dead, although it is sending out shoots from below the graft. My question though, is it a disease or winter damage? The reason I'd like to know is that I'd like to replace it with another rose. If it's diseased I'm guessing that wouldn't be a good idea. But maybe it depends on which disease?

The other rose has lost its tag and I don't remember what color it is. The canes are green with some splotches of light brown. Again, is this a disease? Can I do anything about it? The shrub is leafing out nicely.

Sorry for the blurry quality of the pictures, I couldn't get the camera to focus on what I wanted it to focus on.
