Breaking up a compost pile

I have this problem every spring. I add all the shredded leaves in fall then leave the compost pile alone all winter. In March or whatever, I start turning it occasionally. It's VERY wet, perhaps too wet to decompose. The grass in the pile, especially in the middle, is clumpy and all stuck together, even after sitting for months.

Is the only way to fix this just to break up all the clumps with a pitchfork?

I'm trying to use 3 or 4 times as much leaves as grass, but I'm guessing that, volume wise, there probably aren't enough leaves. I run out of sources of carbon even though I'm going up and down the street sucking leaves up into my leafblower.

Should I be showing PVC pipes with holes into the middle of the compost pile in winter to set some of that moisture out?
