Wire compost bins question

I have two of those wire compost bins. Do they really need to be covered (like a tarp, cover etc)? Mine are open to the environment out back. Can I leave them that way or should I be covering? What is the purpose of covering the pile?

My two bins are those 17 cubic ft set side by side now.
