I'm also a newbie to bareroots. I thought, as you did, that getting rid of the buds you describe would promote development of buds facing away from the center of the plant. I asked someone on the staff of David Austin if I could 'nick' off the inward facing and crossing buds now, even though I only planted the rose a couple of weeks ago. They encouraged me to do that, and leave only the buds that were facing outwards or sideways and not crossed.

Just don't overdo, since the plant is growing out on stored energy and will need plenty of leaves to fuel future growth.

Or, leave them be and remove them when they bloom so you can enjoy the flower indoors.
When planting bare root roses I typically prune off the cane down to an outward facing bud right off the bat. That removes some buds that will grow into the center of the bush. The top bud will produce the strongest cane. This often means I remove a few healthy inward facing buds but all the plant's energy can immediately go toward a bud that's staying on the bush. It's easier to do when you can hold it in your hand at eye level and do the pruning.

I don't prune them at all. I figure I need any bit of growth the plant can give me even if it is going the wrong direction. In my climate the roses need all their leaves to get as fast of a start as they can since I have a short growing season.

Thank you all so much for the information! I was unable to find any information on this it was driving me nuts! There were just a few that I pruned off. Other than that all bareroots are lookin' pretty healthy!
