Valve not working

We have an older Toro system. One of the valves is not turning on completely. When I turn the zone on at the controller, I can hear water running through the valve but seems to be moving very slow. The same thing happens when I manual turn the valve on. In both cases the sprinkler heads do not work. I would appreciate members thoughts and suggestions for fixing the problem. Thanks

The model # would have helped. However, if the valve has a knob like a faucet handle on top, it may be turned partly off which prevents the valve from fully opening. Or, the stem might be disconnected and is blocking the valve from fully opening. Or any one of a few more things.

If the valve has a flushing screw, remove it and flush any debris that may have accumulated
