What size are the cabinets including the upper lighted cabinet.

    Lighted uppers are 21" tall. Height is dependent on your overall ceiling height

    My ceilings are 9', I was going to use 31 bottom and 15 on the top. What do you think?
    WIth 3" crown and a 6" filler.

    You have 54" to work with assuming you leave 18" above the countertop. I would shrink the filler so that overall height of filler or frieze board and crown is 6" and the upper cabinet is 17" tall. A 15" cab will be about 14 1/2" inside height which will limit what you can put in inside.
