Weeping Cherry Tree Rootstock

Just curious if anyone knows, I have a weeping cherry tree that appears to not have made it through the winter...there are no leaves on the short branches...not sure how old it is, but about 6 feet tall, two to three inch diameter trunk. When I bend the branches, they dont break. But there are no buds or leaves. Except at the base of the trunk, suckers coming up. I am thinking, if it is dead, I should remove it, but depending on what it was grafted to (which I am assuming it was grafted) I might want to go ahead and leave the sucker? let it grow into a tree? Any suggestions or answers are appreciated. I live south of Dallas. Oh and I also have a peach tree this is happening to too. I planted two peach trees, but one is doing the same thing as the weeping cherry. Wondering if I need to plant another peach tree, or again can I leave the sucker that is growing. The peach trees are only bout 5 feet tall. Thank you much!
