Snapper Rear Engine won't shut down with key

I have disconnected and tested the switch with an ohm meter and it seems fine . I have disconnected all 3 wires from the post connecting the switch to the coil and (seat?). Even with the coil not connected to anything oI get 0 ohms between the small lug on the coil and the ground post on the engine. If i'm not mistaken this would cause the engine to never run not never stop. Any ideas?
