Construction site mulching

I've been reading this forum for a few days now, hoping to find answers to my question. Since I haven't yet found answers, I'll pose the question!

I am doing a massive home remodel in Seattle - it is essentially new home construction. My yard was scraped of all lawn and plantings, so it is about to become a mud slick. We laid straw over the majority of the yard last weekend to contain the rainwater. We also have a massive maple tree in the back yard that drops piles of leaves every fall.

If we leave the straw where it is and the leaves where they fall, will the straw and leaves decompose over the winter, allowing us to plant a new lawn and several gardens in the spring? If we need to add "green" to promote the decomposition, can I sprinkle UCGs over the leaves and straw (or is that a ridiculous suggestion?)

I appreciate your advice!
