The hybrid intermediate-day varietes such as 'Candy' might be consdidered moderately "fool-proof" (but a good fool is hard to thwart). In your climate and latitude you also may well try fall-planted varities such as Walla-Walla.

Stockton Sweet Red and Italian Torpedo should both do well for you. Don't plan on long storage. I tried a number of other varities and all bolted excessivly.

Can't help you with varieties since your zone is too different from mine, but no, alliums aren't generally susceptible to fusarium. They aren't really plants that are commonly bothered by anything disease or pest wise. I would imagine the fusarium is capable of causing bulb rot in alliums, but I have never heard of anyone having trouble with fusarium on their allium crops. I am sure it has happened, I just don't think it is very common.
