Tree pruning question

I have some tulips that I would like to trim. They are quite tall and long lateral branches that are too close to the house. I had one arborist coming out to look at it and he told me that he would rather not trim them because the new growth would be much weaker and might fall on the house. Also he said he didn't want to change the balance of the tree since I will be trimming mostly on half of the tree. Is he right? Wouldn't new growth take a while to grow large enough to do damage, especially if I keep an eye on it anyways?
