Anything would really only be a guess. You should have an architect draw up plans for what you want and then have it bid on accordingly. Raising the first floor ceilings will really add to the cost. And I'd check out height restrictions to know what is possible, might as well throw in a roof deck while you're at it!!!

I've done this on the east coast and find the best way to do the job given you have workable set backs is to add footing pads two foot out side the existing homes exterior with rebar sticking out to connect the poured concrete foundation piers. Then run your post up to the new level you want the roof to set and run beams at the level you want the ceiling of the 1st floor ceiling raised to and run beams from the top of your posts to hold up the future roof. Build the roof, sheet it and put your shingles down. You now have a finished roof over your existing home. You can then proceed to pull off the existing roof and after its removal add floor joist and floor deck and walls and finish sheeting the exterior so that you can set windows and siding. This method keeps your foul weather exposure to the minimum and you housing cost for living else where under control. The additional overhang protect the old 1st floor windows and siding.
Note: raising the ceiling on the 1st floor will require wind load reinforcement bracing between the old and new systems due to the creation of a hing point where old wall meets new wall.
