Canna help desperately needed

This is my second year with my cannas I store them over the winter in the basement then brought them upstairs in February under grow lights to get them started earlier then June in hopes they would bloom this year. It didnt work I have beautiful big purple leaves that are taller then I am. What am I doing wrong why wont them bloom before frost hits?

Frist question, what variety of canna's are they?

Second, how much sun do they get--for the most part are sun lovers.

Third, what's your soil type? *rich or poor?*

I've discovered that here, starting them early inside didn't help a bit---the ones I started in the garden are actually larger plants than those I started in pots last Feb in the house. Quirk of nature? At any rate, the plants look great, even without flowers....
