root rot: possibly mealy bugs?

I have an agave of unknown variety growing in a pot. I have had it for three years and it has done wonderfuly until a month ago when it started to die off. It was dieing one leaf at a time starting from the center of the plant. I figured it was getting too much water and I stopped watering it. I just decided to repot and hope to solve the problem. When I pulled the plant out of the soil, the giant white taproots were gone and it barely had any root mass at all. After examining it I found the wilted remnants of of the tap roots that had obviously rotted away. I decided to repot anyway and see what happens and during this I noticed some very small bugs wriggling around in the old soil from the agave. They are extremely small (you can only see them when they wriggle) and look like white worms. In fact I was pretty sure that was all they were until I looked up root rot on the internet.

Do you think the agave will live? Is there anything else I should do? Does it sound like I have mealy bugs and if so, what do I do about it?

Thanks!
