Prickly pear rooting help?

Hello, everyone!

My friend in California has recently mailed me two prickly pear pads from a cactus growing in his backyard. I have placed the two pads upright in an unoccupied pot I had out in my house for two years and the soil is bone-dry.

My question is, will it root under such arid conditions, or should I add a little bit of water to it? Most of the websites I've checked warned that watering increases the chances of rot, but they don't mention the moisture content of the soil to begin with. I don't have really have much experience with cacti, save for a christmas and easter cactus, so help would be greatly appreciated!
