Sow them now inside under lights. After they get their first set of true leaves move them outside and expose them to cold weather. You have to be careful about it, they are tough but some of them will not like the cold. They require so many hours of cold or else they won't send up a bloom spike. If they would live through our summers you could just keep them going til their second spring and get blooms but they hate high heat and humidity so very few will survive our summer. That is why you fool them into thinking they are two years old already by hardening them off in the cold.

Lupines have been discussed here in the past so you might want to dig around in the archives to see what others said.
I remember that I grew some Russels Lupines (a hybrid) and got them to survive til their second spring (the cold tricks didn't fool them), they finally bloomed on a warm late spring day and in the heat the flowers only lasted ONE DAY! they weren't worth the effort. There are lupines out there that do like living here, you just have to seek them out.
