You can do either, but be aware that until the tomatoes start growing some of your fertilizer will be lost to leaching during rainfall. If given the choice, I would wait until the plants are up and growing. If you are using Tomatotone from Espoma, it will not burn your plants but you still want to keep it a few inches from the stems.
