Gaillardia 'goblin', the smaller cultivars of lantana (big ones still mound, they just get huge), million bells (callibroachea), the newer mini buddleias, and some of the sages stay fairly neat and moundy. Basically, a garden of simple flowers that are shades of red, orange and yellow will draw in the butterflies and hummers. Butterflies do seem to really like lavendar colors, too.

For further back, one of the best butterfly draws is asclepias currasavica (mexican bloodflower), b/c it's a food plant for cats of the monarch, and the blooms go all summer for all types of butterflies, but it isn't truly perennial here- you can bring it into a basement in a pot. Regular asclepias tuberosum (butterfly weed) is a draw, too, but they don't like to eat it as much since it doesn't have the toxins in the sap that protect them. It's very perennial, and in fact hard to move once established. Another great background bfly draw is bronze fennel. When it blooms, it'll draw in lots of them- esp the swallowtails. And then of course butterfly bush will draw in lots of them.

If you have room for a trellis, hummers love coral honeysuckle and it will rebloom most of the year. It's a native, non invasive and unfortunately non fragrant honeysuckle that will get big and needs sturdy support. They also like the larger sages, like guaranitica, pineapple (elegans), uliginosa, coccinea (an annual), and others. They really love my malvaviscus drummondii (turk's cap hibiscus), too, but it gets fairly large.

Some of the smaller Sedums look great. Sedum sieboldii, S. 'Vera Jameson', S. 'Angelina' has golden foliage. Delosperma aka Ice Plant is wonderful. There are many colors available from pink to yellow to orange.

also, gerbera daisies are neat and most are perennial here.
