It depends. Whcih would you rather have in the long run? If the space can be rental property afterward, it might make sense to have it above the garage.

If your residential area allows rentals, then this is never a bad idea down the road!(even for older college children) Another consideration could be property taxes, the more square feet that are developed, your fees go up - but perhaps that is not a big issue for you depending on where you live!

I would discourage you from living on the main floor while work is being done - that gets old really fast and you'll feel perennially dirty (and builders often don't allow it for insurance reasons) Now if you meant live on the ground floor of the garage - not a bad idea. You could always use the plumbing rough in for a great way to wash the car and even an outdoor bathroom for potting shed or shop work etc..

It's also really great to be on site regularly while a build is happening - it's amazing what slips through the cracks when you're not keeping an eye on installations etc..! Wherever you are, try and make it as comfortable and fun as possible. This can be an exciting thing to have in your life when you have the right attitude :)

How long is temporary? Given that these things always face delays, could you live there for 6 months to a year and be happy?

And do you have kids or young relatives that might want to rent the apartment when they get older? It would be great if you could turn it into an income property later on!

It may be worthwhile to compare whole contract bids to the bids of the work spilt into two different projects (1 bid for the temp living space that will be a garage, and 1 for the house).

It may save you money on contracts to NOT build one place, then the other but to build all at the same time while renting something modest. Then you also avoid additional problems like wracked nerves from the all day every day noice, parking conflicts, utilitie feeds being turned off during construction etc. also it'll save you on delivery costs of materials, like your lumber, your stone, pavers, etc. And buying 5 sinks at once is generally cheaper than buying one sink, then 4 more later, etc.

Just something to compare.

If you plan on living in the Garage mind you if the construction gets delayed its Hell and I'm in this field so I'v got hands on Experience , the client feels restless all the time , think its better to find a Home on rent nearby so you could visit it anytime .
