First, wait until fall when it's cooler and dig out those stumps. A stump grinder isn't enough and don't try pulling them out. They're too close to the foundation. Get your wheelbarrow near to throw the soil into (to refill the hole you're going to make).. a tarp under the wheelbarrow will catch the misses if you put the wheelbarrow on the concrete drive.
The lateral roots probably run some under the concrete. These you can chop through and leave in place.

If you plan to place a rounded shrub in this area, you need to plant it further away from the foundation. At least a foot forward of where the stump was and pay attention to loosening the soil in the planting area because foundation beds bordering a driveway are always very compacted and generally graded away from the foundation and the concrete slab. You want to keep that grading or you'll wind up with loose soil (after planting) carried onto your concrete.
A new planting in a lot of sun in front of a brick 'heat sink' is going to need your attention with watering. Go light on the mulch so you can easily tell when the soil needs watering. Move aside the mulch and check the soil moisture then put the mulch back.
Too much mulch on a new planting conceals problems so an inch or so of fluffed pine straw should be enough for now. You might want to loosen the soil between the planting and the splash block of the gutter downspout. Capillary action will help the moisture move through the soil to the new planting.
Before you make a choice of shrub, take a photo from the street and bring it with you to the garden center.

You don't want anything that is going to overgrow the driveway and encroach on the garage door entry.

Plan this out before making your choice or face having to dig out and remove another installation.
