The 1st is an Echeveria, which from here, seems like E. pulvinata. Another posibility is E. harmsii, but you'd have to measure the blooms (before they were spent)~as they are largest blooms in the genus. Most likely the first name, though.

I don't recognize the 2nd plant. More so, when I saw the blooms. Maybe it's considered an alpine plant? I would need to see a close-up pic of one of the rosettes/leaves to figure out.

The second plant is being grown in Healdsburg, Sonoma County, CA. I'll request a close-up :-)

Looking up some hunches, I'm leaning toward a Saxifraga for the 2nd. There are many named varieties & I'm not sure which species, but one called 'White Pixie' seems to have similar shaped leaves. It's a lead, anyway-if the owner is looking for care tips.

Could the second plant possibly be a Sassifraga. I knownothing about them but it is a huge family of alpines that there are many in the mountains of your area. I sure as hell can't grow them where I am.

I have couple plants similar (I think) to yours;
here is the first one: ID given was possibly E. Doris Taylor, or pulvinata x setosa or Pulv-oliver or harmsii

Didn't have blooms yet on either one yet.

Yes, Josh, E. harmsii blooms have petals that go way past the carpels, as shown in my pic below, with my average-sized thumb (click for larger view):
