Drastic Measures?

Hello all,

I have for your consideration a sickly looking Bilbo Baggins. Other dahlias nearby in the garden are healthy and budding/blooming, but for some reason this guy is not doing well. It does have a bud on it that actually seems to be getting bigger despite the fact that the plant has almost no leaves. I've accepted that Bilbo probably won't make it. So, I'm looking for any drastic measure advice as to what I should do. I did have a leafhopper problem that I'm thinking got this plant worse than the others; I don't think it has a disease. Should I pull it out? (probably) Since it's probably going to die anyway should I take off all of its old leaves and leave the few new ones it has - just as an experiment? Any drastic advice?
