dormant period

Hello,

In browsing this forum recently I've noticed several posts about letting cacti and succulents have a rest from water and light over the winter...I have some questions about this (and hopefully they won't sound too dumb!):

1. How do the plants know it's winter if they stay indoors in a climate controlled environment year round?

2. Am I to understand that during the winter cacti and succulents should be banished to the basement, kept at a slightly cooler temperature, and not watered at all? Does the same rule apply to my 3-5 month old seedlings?

3. What will happen to my plants if I treat them as I do the rest of the year (i.e. perched in all their glory on a sunny windowsill and watered when the soil dries out)?

The only reason I wonder about this is because cacti growing in their natural habitats receive light and some water all year round, although less in winter. Just feeling a bit confused...I love my plants and want them to live. (I'm sure you all can relate!!)
