You say that you have some 3 year old plants that you have overwintered, these must be in quite large pots and will have as you say made a lot of heavy woody growth.

Have you ever pruned these plants hard back or have you just let them grow unchecked?

Is it possible to let us see a photograph of these?

The fuchsia only flowers on 'new growth' and if you have a lot of 'old wood' you will find that the plants will be flowering on the tops of the plants and leaving a bare botttom.

You may need to do some pruning in order to rejuvinate the plants.
