White bugs on my crape Myrtle

Help!! My Crape Myrtle is loaded with tiny white bugs. What do I do and will they hurt the tree. Also The tree has lost all of its blooms and it seems like it is too early for that. The tree is about 4 years old. I would appreciate any help you an give me.

You need to do a better job of describing the insects. Do they fly? Where do they seem to congregate? What do they LOOK like?

It has been a very hot and dry summer for much of the country. If it has been so for you, then I would suggest that the weather has has something to do with the lack of floral longevity.
