I'd give it one more year just in case it is following the third-year-leap rule. If it doesn't do anything next year, I'd start looking for other solutions.

I have a yellow flame. Is yours the pure yellow type? I have one which is "John Clayton". THis is a pure yellow variety which is mildew free for me in full-sun. It has covered an arch in 3 years, and blooms several times.
"Blanche Sandman" is a coral and it has also been so healthy for me and is rarely out of bloom, spring to fall.

Now, I also have another honeysuckle which is frequently called "Lemon Aid". It's a bit more of a lemon, all right. It gets mildew, can dry up in drought ...and although it grows fast when you cut it back, I find you MUST cut it all the way back once or twice a year to kepe it looking fresh.

The last honeysuckle I have is a red (with no yellow in it). She is very slow. Healthy, but in two years she hasn't put out much growth. I think her root system is two bound in by other plants, and the soil on one side of her has never been ammended and it's hard as bullets. Terrible (my neighbours weed patch is over there) and she suffers for it (getting moved in the spring).

I just chop at the honeysuckle. They don't seem to mind one way or the other!! I cut the "lemonade" right back to about 4' from the ground. It sent new runners up the wires and out the top of the supports within a few days!!

It's now disease free and flowering, 1 month after pruning back a dead looking mess.
