You would have better luck with winter (annual) rye for now, and try the fescue in the spring.

I'm afraid you'll have poor germination rates this late in the year. You should be able, however, to pick up a few squares of fescue sod and plant them with good results. Places like Pike's will often sell it by the square foot.

I would highly recommend investing in the cost of sod at this point if you would like a trouble free, weed free successful lawn. Seeding this late is very tough, unless we get a lengthy spell of warm days (over a week), even then you won 't likely get enough growth to ensure a successful piece of turf. From experience, I would not recommend seeding with winter rye then trying to seed again with fescue in the spring. The rye lasts too long into spring... The only possability would be to kill the rye with round up a good two weeks before attempting to seed with fescue in early spring as soon as it starts to get warm. Even so, starting a new fescue lawn in the spring here in georgia (especially without automatic sprinklers) usually doesn't give the fescue enough time to mature into a strong enough turf before the heat and weeds start weakening/invading it. If it isn't out of range of your budget, I would highly recommend sod, as the probability for success at this point is so much higher.
