Creeping fig will climb rather than cascade, if given an opportunity. Be mindful of that.

I thought of Holly Fern, Cephalotaxus, and that pretty variegated Vinca major...it often used in year round containers.

Aucuba and Mahonia. Confederate jasmine makes a decent groundcover in shade. Certain gingers -- varigated shell ginger and cardamon ginger will remain green but not bloom.

I went to Home Depot today and found several good plants (which were mentioned above). I might include some variegated lirope, creeping yew and ivy. Any other ideas for variegated foliage that can stand temps that can get low (probably not freezing but not impossible)?

Would lamium work?

Rubus, creeping strawberry is a great trailer. Yom, there are variegated cast iron plants. I have a dwarf that is speckled, and one of regular size that is streaked. They are hardy here.
Variegated shell ginger is also hardy zone 8b.
