White fuzzy mold on seedling soil?

A little over a week ago, I planted a variety of herbs and a few flowers. The oregano has germinated so I've moved it to the sunlight, but none of the others have. However, all of them except the oregano have spots of white fuzzy mold over the soil. I've figured out that I've been watering them WAY too much, in the fear that that wouldn't get enough. I have a couple if questions regarding this:
1) If I let them dry out a lot more, will the mold go away or do I have to do something about it now? (Sorry if this is a stupid question, I'm new to this)
2) If not, how/can I save these plants?!
2) If the mold problem is taken care of, will the herbs still be safe to eat? I'm also growing cat grass and I don't want to give something that would be harmful to my cats either.
