parsley pests

I have a small parsley plant outside on my deck. It has some tenants lets just call it. they are teeny tiny gray crawlers. When squished on a peice of paper they are grey. There are small white dots on the leaves. as for dead or dying only 2-3 small stems at the very bottom, which happens with any plant i get. the plant is full and it took me awhile to get it to where it is. theres also a chive plant necxt to it but that doesnt have any of these bugs on it. i'd hate to get rid of the plant but i will if i have to. what should i do?
