Chamomile struggling

Hello,

I've been growing some chamomile in a planter box since about March, and it's been really struggling. It almost completely died during April but then made a comeback after the weather became sunny. Now, it's grown quite a bit and is flowering, but a lot of the bottom growth is dying, and the flowers are in horrible condition. With some, only the center is there and maybe two or three skinny petals, and with others, more petals are present, but they're small and unhealthy looking.

Could this be a nitrogen deficiency? I've made an effort to mix decomposing matter in with the planter box, but I do live in a very dry region where drought is common, and there are no earthworms up here.

Thank you for you help
