Extremely hard to see. Possibly fruit fly or fungus gnat larvae? Are they on the surface or do you only see them when you disturb the compost? If they're on the surface they aren't larvae. Do they move?

The compost looks far too wet. It shouldn't have green algae on it, especially if you are growing herbs.

Without a better picture we'll just be guessing.

I just tries yes theres ones there that move look like little tenticales on that just slight bit bigger looked arond my bronze fennel is cover i mean covered in them and aphids..... These seam to mainly be around the base/root of the plant dont seam to be flyind just crawling....

I had the plant in a shaded area now i moved them and repotted them

Well I can't add anything without seeing the creature, if it is a creature. But the state of the compost is very poor looking. It appears to be saturated and growing green algae. It seems far, far too wet for herbs or any other plants for that matter.
