Chives should do just fine, they don't have a deep root system, and are often grown in smallish pots indoors.

To allow them to enlarge the clump, let them blossom and have bees pollinate. They set small black seeds after the flowers die out, and these tend to fall where they may, or you can collect them to plant elsewhere. I nearly buried most of my garlic chives after removing a narby blueberry bush. I don't expect much growth this year, but hope they will have enough seeds to get the clump to become bigger next year.

I made the mistake of not cutting the blossoms early enough and spent years yanking out Garlic Chives all over the place. Since I hardly ever used them I finally yanked out the whole clump.
To me they are thugs in a herb garden. I much prefer my regular Chives.
