Sweet Lavender

Hi,

I live in South Korea (Canadian originally) and I recently bought a plant labeled "sweet lavender", does anyone happen to know what exact variety of lavender this could be. It doesn't seem to florwer, and i see no buds. Also, in the last couple of weeks, the plants been looking droopy and has started to turn brown from the base of the stem outward, anybody know what's wrong?
