bitter basil

This is my second year growing basil (growing anything actually) and I have a little problem. My basil is so bitter fresh that I can't eat it unless its cooked. My soil isn't as desired, its mostly clay and has stunted everything (will be moving this fall and preparing it right). I grow everything from seed and my packets are "sweet basil." Is there anything I can do next year to avoid the bitter taste? Are there any different species that go well with tomatoes and making pesto? I live in Iowa in case that comes up.
