Crab apples maybe?? It may be that the tree is just to young to bear bigger ones, or needs some really good fruit tree fertilizer for a few years to get them bigger. Pruning, and thinning is also very necessary. About all can do is hand peel, or cut into quarters, cut seeds and stem out and cook down to an apple sauce. Here, my two diffrent dwarf apple trees are loaded, and one will be ready to pick in about a month. They are twice the size of golf balls now. The other tree ripens later and there are twice the amount of apples there which makes that apple a little smaller. If you see many small apples dropping off very early on, it may mean that the trees has too much stress to get apples to a decent size. If the center seed area is bitter, it can be from too acidic soil. Adding calcium carbonate and a fruit tree specific fertilizer with a TRACE of boron is a great aid to get apples up in size. Also plenty of water. I water my two trees about once a week if they don't see a any rain.

I use a regular veggie peeler for my golf ball sized apples. I confess though, unless I'm making a pie I generally don't bother peeling them at all.
