If you are talking about small flower willow herb, no it's not the same as willow bark. Bark comes from trees, Salix species. The flower comes from Epilobium parviflorum, a perennial weed/wildflower.

Thanks I just wanted to make sure that the willow flower wasn't a blood thinner like the willow bark. Where does that weed grow usually?

Where it wishes. It is a "weed" that will pop up unbidden here. Research via google if it grows where you are. The link below may help.
