Shrub suggestion

For some reason I am drawing a blank when trying to come up with ideas for a small-ish shrub for a sunny location on a fairly well-sloped part of my garden.

I have one remaining wild rugosa rose thing to yank out this year, and while I don't like those invasive plants, I'm sure it's roots are still helping to anchor the slope. So, I want to put something else in it's place that won't be subject to falling forward on the slope,as some flowering shrubs seem to do. It's mature size should be no more than maybe 2' x 3', maybe a little larger. Flowers would be nice, but interesting foliage and berries would also be fine.

Maybe a weigela ? Not sure as I have never grown that before. Any ideas would be very welcome !
