borers or rot?

I am an iris newbie, I planted a few last fall, most bloomed this spring, and I am hooked. They are so beautiful. I noticed this morning that 2 of them have leaves streaked yellow and brown. And, the base of the leaf is mushy. I don't know if this is borers, or maybe rotting from all the rain we've had this season. Although the bed does drain well. I thought I should cut the yellowed leaves off at the base, but is that all? Should I dig the rhizomes out to see if there are any holes? If there are holes, I guess it would be borers. I've seen mention of the bleach soak, but I don't know what that is exactly. What is the proportion of water/bleach, and how long do they soak for? If it's rotting due to excessive rain, do I just dig them out, and let them dry out well? Or, cut all the mushy parts off and replant them? Or, is it best to just dispose of them, since so far, it's only 2 plants affected. Sorry for all the dumb questions, but as I mentioned I am a newbie and don't want to lose them.
