First time planting bush beans I need some help

I planted bush lima beans on two different occasions and each time the beans just don't break ground. I soaked the seed for 24 hours then planted, water every day, for about 10 days still no luck. I planted the seeds about 1" in depth. What am I doing wrong

Any advice will be helpful

I would do the paper towel test to see if you have viable seed.

Moisten a paper towel with warm to hot water - lay about 5 seeds on it- fold it - squeeze gently to remove excess moisture. Put it in a plastic baggie and keep in a warm place. Check it after a couple days.

Have you dug one up to look at it? Sounds like a lot of water. Maybe they are rotting in the ground.
